The Bauchi State Health Contributory Management Agency (BASHCMA) was established in 2017 by law to implement a mandatory Social Health Insurance Scheme. The goal is to mobilize, manage, and provide predictable and equitable financing for quality healthcare services for all residents of Bauchi State through both public and private health facilities.
BASHCMA aligns with global and national efforts to achieve Universal Health Coverage (UHC). The agency targets the formal, informal, and vulnerable sectors through a culturally acceptable, sustainable, and inclusive health financing framework.
The agency is governed by a Board made up of a Chairman, Secretary, and 17 members. The Executive Secretary serves as the Chief Executive Officer.
BASHCMA is responsible for the implementation of the Bauchi State Health Contributory Scheme. It ensures the mobilization and management of resources to finance healthcare delivery across the state, offering financial risk protection and enabling access to quality, affordable healthcare for all categories of residents.
Targets artisans, traders, and the self-employed. Started in August 2022 with 36 enrollees and grew to 476 by April 2025, accessing services at facilities of their choice.
BASHCMA implements its mandate using legal and policy frameworks, including:
